Soldiers smoke more than civilians.

And the military, in failing to comply with its own tobacco pricing restrictions, has been selling millions of dollars of tobacco-based products to service members for less than legal limits. As a result, the Department of Defense spends over $1.5 billion of taxpayers' money a year on tobacco-related expenses. Maybe it doesn't have to.

The Five Percent Rule won the Radio Impact Award in the 2011 Third Coast/Richard H. Driehaus Foundation Competition. It was produced by Sally Herships and edited by John Haas for American Public Media's Marketplace. Special thanks to Stephanie Coleman, Andrew Parsons and Lindsey Feinberg.
